You
are able to add effects to Paint.NET.
Here are some options that were found on the internet.
Simply
save the file in your Paint.NET\Effects\ folder. Once you restart Paint.NET, you will see that
the new effects are there.
This
effect allows you to justify (left, right & center) an object on a layer
or within a selection. It works in
both the vertical and horizontal directions.
The background has to be transparent for this to work. |

This
effect allows you to create a mask using a PNG file that is saved on your
hard drive. |

This
file adds two effects. The dents
effects allows you to add many little dents all over your picture resembling
water’s surface. The sphere effect
makes your image look like a sphere. |

This
effect allows you to make either a sphere, cube or cylinder our with your
image. It has a abundance of options! |

This
effect creates a water reflection of your image. |
|
This
effect allows you to add a picture frame around your image. |
|
This
effect allows you to hide an image within another image (encode). It then allows you to reveal a hidden image
(decode). Very neat! |

one would like.
This
effect converts a photo into a cartoon. |
